The Canadian Dental Care Plan (CDCP) Journey
A complete step-by-step administrative guide from your initial application to sitting in the denturist's chair.
Phase 1: Preparation & Application
Before a clinic is ever involved, you must secure your coverage through the federal government.
1. Tax Filing & Document Gathering
The CDCP is income-tested. You must have filed your income tax return for the previous year and received your Notice of Assessment. You will also need your Social Insurance Number (SIN) and proof of identity.
2. Submitting the Application
Apply online via My Service Canada Account at canada.ca/dental or call 1-833-537-4342. You must legally attest that you do not have access to any private dental insurance.
3. Application Processing & Welcome Package
Processing typically takes 4 to 6 weeks. If approved, Sun Life mails a Welcome Package containing your CDCP Member Card, a welcome letter with your Benefit Effective Date, and your assigned Co-payment Percentage.
Phase 2: Clinic Intake & Verification
Once you have your Welcome Package in hand, you can engage a participating denture clinic.
4. Booking the Appointment
Contact a participating denturist. Crucial rule: The appointment date must fall on or after your Benefit Effective Date. Any services rendered before this date will be denied.
5. The First Clinic Visit (Patient Intake)
Present your CDCP Member Card and a piece of government ID at the front desk. The clinic verifies your active status and co-pay tier through the Sun Life provider portal.
Phase 3: Treatment Planning & Preauthorization
Because dentures are high-cost and complex, they have stricter administrative hurdles than standard cleanings.
6. The Consultation & Clinical Assessment
The denturist examines you to determine medical necessity. Note: Implant-supported dentures are excluded. Standard dentures are covered but have strict frequency limits (e.g., replacements once every 8 years).
7. Submitting for Preauthorization
For new dentures, an immediate digital estimate is not enough. The clinic must submit a Preauthorization Request to Sun Life before any treatment begins, proving clinical need via photos or models.
8. Sun Life Review & Approval
Health Canada and Sun Life review the request against strict criteria. The clinic must wait for an official approval letter before treatment can begin.
Phase 4: Treatment, Billing, & Maintenance
Once approved, your denturist can proceed with your care and direct billing.
9. Delivering Care & Direct Billing
The denturist manufactures and fits your denture. You do not pay the full covered amount upfront—the clinic submits the final claim directly to Sun Life for the established fee.
10. Collecting the Patient's Portion
Administratively, you must pay the clinic your official CDCP co-pay percentage (if family income > $70k) and any agreed-upon 'balance billing' if the clinic's standard fee exceeds the CDCP limit.
11. Annual Renewal
The CDCP does not last forever on a single application. You must file your taxes annually and actively renew your CDCP status each year to maintain ongoing coverage.
